Peaks to People Water Fund brings together staff, board members, and partners working across science, land stewardship, and community collaboration to protect Northern Colorado’s watersheds.

Executive Director

Julie Dubin is the Executive Director of Peaks to People Water Fund, where she leads organizational strategy, partnership development, and long-term vision for collaborative watershed protection across Northern Colorado.

Since joining Peaks to People in 2022, she has guided the organization’s growth in regional partnerships and strengthened collaboration across agencies and conservation organizations working to improve watershed resilience. Julie brings more than 20 years of nonprofit leadership experience in cross-sector collaboration and environmental management. Throughout her career, she has established a proven track record in complex project oversight, grant management, and securing critical funding to advance resilient solutions that connect people, water, and landscapes.

As a Colorado native and long-time Fort Collins resident, she brings a strong connection to the landscapes and communities Peaks to People serves, and focuses on aligning collective efforts to improve watershed health and long-term ecological resilience.

Program Manager

Sandi Good serves as Program Manager for Peaks to People Water Fund, where she supports program development, partner coordination, and the integration of communications that translate collaborative watershed science and implementation efforts across Northern Colorado.

Since joining Peaks to People in 2018,she has supported cross-sector watershed initiatives and partner convening efforts, including the Big Thompson Watershed Health Partnership. Her work focuses on aligning technical, scientific, and operational information to support coordinated watershed resilience efforts. Sandi brings extensive experience in natural resources management, riparian ecology, and applied conservation science, with experience working for the U.S. Forest Service, National Park Service, Colorado State University, and other research and conservation organizations.

Board of Directors

Our Board of Directors reflects the collaborative approach at the heart of Peaks to People Water Fund. Representing expertise in forestry, water science, environmental economics, nonprofit leadership, conservation, finance, and community engagement, our board provides strategic guidance and fiduciary oversight that help advance our mission to protect Northern Colorado’s watersheds.

Rob Addington is the Forest Program Director for the Colorado field office of The Nature Conservancy, where he leads work focused on fire-adapted forests and the application of science to ecosystem management and restoration. As a member of the Peaks to People Board of Directors, Rob helps set strategic priorities for on-the-ground work and provides technical capacity for project development. With more than 20 years of experience working in frequent-fire ecosystems across the southeastern and western United States, he brings deep knowledge of forest ecology, wildfire resilience, and landscape-scale restoration to the organization.

Dr. Mark Eiswerth is an environmental and resource economist who serves as Visiting Professor at Colorado College and Professor of Economics and Environmental & Sustainability Studies at the University of Northern Colorado. As a member of the Peaks to People Board of Directors, Mark contributes expertise in environmental economics, ecosystem services, and water resource policy. His research spans water quality, invasive species, biodiversity, outdoor recreation, and payments for ecosystem services, bringing an economic perspective to watershed conservation and restoration. A Colorado native, he is passionate about protecting the landscapes and communities that depend on healthy natural resources.

Lydia Lazar is currently leading the Northern Colorado Foodshed Project and Poudre Valley Community Farms as the two organizations explore a merger that will strengthen local agriculture and regional food resilience. As a member of the Peaks to People Board of Directors, Lydia contributes expertise in organizational strategy, governance, and collaborative leadership. She also serves on the Board’s Finance Committee, helping support the organization’s long-term financial stewardship. Her career includes more than a decade of consulting with institutions, nonprofits, and businesses on operational improvement and organizational development, as well as leadership roles at the University of Chicago’s Harris School of Public Policy and Chicago-Kent College of Law. Her current work reflects a longstanding interest in regenerative agriculture and resilient rural communities.

Mike Lester is the former Director of the Colorado State Forest Service and served as Colorado State Forester for eight years before retiring in 2021 after more than three decades in state and private forestry. As a member of the Peaks to People Board of Directors, Mike provides strategic guidance on forest health, wildfire resilience, and watershed protection. He also serves on the Board’s Finance Committee, helping support the organization’s long-term financial stewardship. Prior to coming to Colorado, he served as Assistant State Forester for the Pennsylvania Bureau of Forestry, worked for Procter & Gamble Paper Products Company, and served as President of the Society of American Foresters. His career has focused on advancing sustainable forestry and helping communities adapt to changing wildfire conditions.

Karen Schlatter is Director of the Colorado Water Center at Colorado State University, where she works with Colorado’s water community, researchers, Extension, and students to advance sustainable water management through collaborative research and education. As a member of the Peaks to People Board of Directors, Karen contributes expertise in water policy, watershed collaboration, and stakeholder engagement. Previously, she worked with the University of Florida Water Institute and the Sonoran Institute, supporting interdisciplinary water research and cross-border collaboration to restore the Colorado River Delta. She brings extensive experience building partnerships that connect science, communities, and natural resource management. She served as an agricultural extension volunteer with the Peace Corps in Paraguay.

Shelby Sommer is a certified community planner with more than 20 years of experience helping communities strengthen resilience at the intersection of land use, sustainability, and climate adaptation. As a member of the Peaks to People Board of Directors, Shelby contributes expertise in community planning, climate resilience, and collaborative decision-making. She also serves on the Board’s Finance Committee, helping support the organization’s long-term financial stewardship. Her experience spans sustainability, water, energy, mobility, and climate change mitigation and adaptation. She specializes in building multidisciplinary teams, designing collaborative programs for public agencies, facilitating stakeholder engagement, and advancing equitable decision-making. A lifelong Northern Colorado resident, Shelby brings a deep appreciation for the landscapes and communities Peaks to People serves.

John Song is a Senior Technical Project Manager for Water Utilities with the City of Fort Collins, where he helps lead projects that support reliable public water services and community resilience. As a member of the Peaks to People Board of Directors, John contributes expertise in water utilities, project management, organizational leadership, and community engagement. His career has included experience in teaching, customer support, administration, and project management, all centered on serving the community. He has led the Utilities Workforce Culture Team, facilitated the City of Fort Collins Water Commission, serves on the leadership team for the City’s employee resource group for staff of color, and was recognized with the municipality’s World Class People Award. A graduate of Leadership Fort Collins, John is passionate about protecting the watersheds that sustain Northern Colorado communities.
